2014 PMI WV/OV Chapter Election
1. VP-Finance - oversees the management of funds for duly authorized purposes of the PMI WV/OV Chapter. VP-Finance manages bank and PayPal accounts; writes checks or makes debit card payments as directed by the Board, including travel reimbursements; files tax returns; maintains corporate registration with the Secretary of State for West Virginia; and provides regular and ad hoc financial reports to the Board and to PMI.
Candidate: C. Eric Kirkland, Ph.D., PMP® (incumbent)
Dr. Kirkland has been the Executive Vice President of Salem International University since May 2008. He also served as Provost and Chief Academic Officer from July 2013 to October 2014. At SIU Dr. Kirkland has led dozens of projects, including developing the School of Nursing, adding two dozen new degree programs and specializations, and revitalizing the curricula. Prior to joining SIU, Dr. Kirkland was Vice President of Operations for the University of Management and Technology in Arlington, Virginia. At UMT he was active in project management including design and implementation of a DBA in Project Management that was accredited by the Global Accreditation Center of PMI. He has taught a diverse set of courses across the curricula, including project management courses domestically, online, in China and Taiwan.
For the past five years, he has served on the WV/OV Board, first as a Director-at-Large and as Vice President of Finance since March 2013. In that capacity he has maintained financial matters, filed taxes and reports, prepared and delivered educational programs, and conducted membership surveys, as well as participating in the overall governance of the Chapter. He is a regular contributor to the PM Journal as a book reviewer.
2. VP-Communications - keeps the records of all business meetings of the PMI WV/OV Chapter and meetings of the Board, manages communications to membership via the Chapter web portal, manages submission of PDU credits for members attending Chapter events, and sends notifications to the membership at large as directed by the Board.
Candidate: Sam Cilento (incumbent)
My name is Sam Cilento, and I wish to be nominated for VP Communications of the PMI WV/OV Chapter Board of Directors. I am a certified PMP (as of 9/8/12) and a member of this Chapter. My goal is to inspire innovative ideas and apply my own knowledge and experience towards the advancement of our Chapter! I believe the position of VP Communications is best suited for someone, like me, looking to reach that goal. I have enjoyed the past two years serving as VP Communications and wish to remain in this role, if given the opportunity.
About Me: I am a Morgantown, WV native and currently reside in Bridgeport WV. I am married and have a 3-year-old daughter and 1-year-old son. My educational background consists of a Bachelors of Science in Industrial Engineering (B.S.I.E. ‘04) from West Virginia University. Since graduating, I have worked across a variety of industries, such as construction, food and beverage manufacturing, systems engineering, and now healthcare. Through these ventures I have gained vital experience in data analysis, systems implementation, continuous improvement, project management, and supervision of hourly workforces. These diverse experiences have also provided me with solid analytical, problem-solving, and leadership skills.
Currently, I work for Mon General Hospital in Morgantown, WV; I serve as a data analyst and project manager within the quality department.
Summary:Overall, I believe that my education and experience, in conjunction with the leadership and knowledge that I have gained from serving on Board the past two years, will result in the creation of a strong and mutually beneficial relationship! Thank you for allowing me the opportunity to potentially continue to serve as VP Communications of the WV/OV PMI Chapter Board of Directors.
3. Director At Large (2 positions open) - a member of the Chapter's governing Board, responsible for carrying out the purposes and objectives of the Chapter.
Candidate: Ms. Kathy Moore, PMP® (incumbent)
Ms. Moore is recently retired from a near 30 year career in technology and project management in WV state government. She is currently serving as IT Advisor and Project Manager at the WV Health Information Network, provides Program Management for WV SAGE (Sustainable Agriculture Entrepreneurs) through the Charleston Area Alliance, and is affiliated with the American Heart Association. She excels in leadership, organizational and project management, planning, staff development, customer relationship management and flexible, creative problem solving.

Candidate: Ms. LaRue Williams, MPA, PMP®, PPMC
LaRue Williams serves in the West Virginia University Research Corporation as Director of the Office of Research Program Management at the West Virginia University Research Corporation. Her office facilitates a variety of research based programs through highly collaborative solutions to assist in planning and executing research which consists of a portfolio of projects for clients such as the FBI’s Center for Biometric Excellence, the DOJ, the National Guard, and the USDA. In that capacity, LaRue also serves as the Executive Director of the Institute for Fraud Prevention.
During her 17-year tenure with West Virginia University, Ms. Williams held key leadership positions including Director, Homeland Security Programs and in that role served as Interim Director of WVNano and WVU Shared Research Facilities. She was also Director of Program Development in the Office of the Vice President for Research, where she worked with WVU’s Forensic Initiative and the Forensic Resource Network for the National Institute for Justice. She also served as Associate Director of the Biometric Knowledge Center.
Prior to joining WVU, Ms. Williams served as CEO of Purple Mountain Consulting as well as holding numerous other leadership posts in the health industry including Director, Community Relations and Director, PMH Foundation, Preston memorial Hospital in WV; and Director Grant Development, Garrett County Hospital, MD. Ms. Williams also served as a Teacher and Instructor with the Preston County Board of Education and the West Virginia Career College, respectively. Other posts of interest include service as Staff, Joint Economic Committee of Congress, Washington, DC; and Acting Director of Personnel for the Navy Federal Credit Union.
Ms. Williams is a Certified Project Management Professional (PMP) by Project Management Institute (PMI) and also holds a Program and Portfolio Management Certification (PPMC) from the Project Management Leadership Group. Ms. Williams earned her BA from University of Maryland, College Park and MPA from West Virginia University.
